AIDS Document Library
In the course of this investigation, ICIJ collected and analyzed thousands of documents related to the President's Emergency Plan for AIDS Relief. Many of them were made public for the first time through Freedom of Information Act requests, and subsequent lawsuits when the government refused to release them, by ICIJ staff. Here you can download two type of documents: Country Operational Plans (COP) and a selection of PEPFAR grants. COPs are programs and activities planned by PEPFAR officials annually for each focus country. The PEPFAR grants detail the total amount of money awarded by the U.S. government to specific organizations as well as the nature of the programs that will be implemented. (Make sure to read the "Project Abstract" section in the grant documents to get programmatic details.)
